Vallco Shopping Mall suffered from an inherent inability to respond to the ever-changing demands of consumers and markets since the 1980s, when demand for mid-market mass merchandisers began to plummet throughout the United States. Sand Hill Property Company acquired and unified the fragmented 50-acre Vallco Shopping Mall site in November 2014. This consolidation allowed the rare opportunity to replace the failing, outdated, 40-year-old indoor shopping mall with a vibrant mixed-use town center and a community park and nature preserve.


The Hills at Vallco by Rafael Viñoly Architects will uniquely connect landscape, buildings, and infrastructure and infuse them with the best qualities of life in Silicon Valley. Turning vacancy into vibrancy, the overarching development objectives include introducing walkable urban blocks, creating a civic icon, embracing environmental sustainability, and establishing a dynamic destination to work, live, learn, and play. The innovative rooftop open space—30 acres of landscaping floating above an 8-million-square-foot mixed-use community—will constitute the largest green roof in the world.


WOWA WEST has been embedded in the client organization throughout. We set the planning and design strategy, developed the brief, helped procure the design team, and ensure that objectives are delivered through the entitlements and design process by translating architectural concepts and design into financial, marketing, legal, and entitlement language. The development received the 2016 Innovation in Green Community Planning Award of Excellence from the American Planning Association’s Northern California Chapter, as well as a 2017 Architectural Review MIPIM Future Projects Award.
